However, evidence on its long-run regional development in Europe is still relatively limited. For this reason, this paper investigates the development of human capital in the European regions over the last 200 years. It indicates that “the long shadow of history” plays an important role in the regional distribution of human capital. The most advanced regions were typically located in the core industrialised countries, whereas the lowest values of human capital were found in the periphery. Policy makers need to take into account these geographical long-term structures and the vested interests of stakeholders and create a human capital-promoting environment to successfully improve human capital levels. On the one hand, taking into account the quality of employability policies means considering the objectives of the policies themselves; on the other hand, investigating how and to what extent individualisation is actually delivered calls for a deeper analysis of the implementation process, where employability is interpreted and adapted. Grasping both aspects raises challenges dealing with the analytical approach to research on ALMPs. The paper aims at contributing to this methodological issue related to the cognitive and implementation dimensions of ALPMs by developing an analytical tool based on three ideal-types of employability. The contribution elaborates on the relevant analytical dimensions of the well-known Work-First and Human Capital approach by using the Capability Approach (CA) perspective (Nussbaum & Sen, 1993). The paper argues that the CA constitutes an added value for developing a new analytical tool for investigating employability policies because it: 1) identifies the underlying normative concept of employability against which quality can be assessed; 2) depicts the degree of individualisation actually implemented while going beyond a labour market-centred approach to ALMPs. The evidence on schooling shows that there were two “educational revolutions”. The first occurred in the period between the Black Death and the 1530s, and can probably be attributed to the favourable conditions for schooling created by the European Marriage Pattern (EMP). The second revolution occurred in the second half of the 17th century. Interestingly, this phase of rapid educational expansion was concentrated in the counties in the Northwest of England, which at that time was undergoing rapid urbanisation and commercialisation and which would form the core of the 18th century Industrial Revolution. Moreover, it was the same region that saw a decline of human capital formation during the Industrial Revolution. De fait, le cadre comptable reste structuré autour de deux grands facteurs de production (travail et capital physique), alors même que le capital humain semble indispensable pour appréhender correctement certains phénomènes actuels, notamment la résurgence des inégalités au sein de certains pays. Cet article présente les travaux entrepris pour intégrer le capital humain dans les comptes nationaux et expose les deux grandes méthodes utilisées : celle basée sur les coûts (inputs) et celle basée sur les revenus (output). Nous mobilisons ensuite la méthode des coûts pour estimer le taux d’épargne des ménages américains, français et britanniques lorsque les dépenses d’éducation et de santé sont transférées dans l’investissement. Seule la prise en compte des dépenses de santé permettrait de redresser significativement le taux d’épargne américain. De fait, le cadre comptable reste structuré autour de deux grands facteurs de production (travail et capital physique), alors même que le capital humain semble indispensable pour appréhender correctement certains phénomènes actuels, notamment la résurgence des inégalités au sein de certains pays. Cet article présente les travaux entrepris pour intégrer le capital humain dans les comptes nationaux et expose les deux grandes méthodes utilisées : celle basée sur les coûts (inputs) et celle basée sur les revenus (output). Nous mobilisons ensuite la méthode des coûts pour estimer le taux d’épargne des ménages américains, français et britanniques lorsque les dépenses d’éducation et de santé sont transférées dans l’investissement. Seule la prise en compte des dépenses de santé permettrait de redresser significativement le taux d’épargne américain.
