The need for public intervention in this field comes from the economic characteristics of landscape that is a pure public good and an externality of the economic activities. The landscape policies in Italy are currently essentially based on landscape transformation control and on the payment of subsidies to farmers. Since the landscape policies have a cost for the citizens, in both cases it is necessary to evaluate the benefits coming from public intervention. There are several approaches that could be useful for this but they have to be tailored to the policy instrument adopted. With reference to the Italian experience the paper reviews the research carried out in Italy in the last fifteen years highlighting strengths and weaknesses of the studies.
L'Italie a adopté sa première loi pour la préservation du paysage en 1922. La nécessité d'une intervention des pouvoirs publics dans ce domaine provient des caractéristiques économiques du paysage, qui est un bien public et une externalité des activités économiques. Actuellement, les politiques mises en œuvre pour la sauvegarde du paysage en Italie sont essentiellement basées sur le contrôle des transformations du paysage, et sur le paiement des subventions aux agriculteurs. Étant donné que les politiques du paysage ont un coût pour le contribuable, dans les deux cas, il est nécessaire d'évaluer les avantages provenant de l'intervention publique. Pour cela, il existe plusieurs approches qui pourraient être utiles mais celles-ci doivent être adaptées aux instruments de la politique en vigueur. In this context, in the last years, organic cultivation is increasing being perceived as more sustainable for the environmental. Nevertheless, this higher sustainability compared to conventional agricultural systems is debated. This applied for crops but also for livestock systems.
For some of the main crops (i.e., cereals, soybean) comparative analysis were carried out but for most of the other annual and perennial crops there is a lack of information about the environmental impact related to conventional and organic cultivation In this study, the environmental impact of the conventional and organic farming systems of hazelnuts production in Viterbo province in Italy was evaluated using the Life Cycle Assessment (LCA) approach. Even if originally developed for industrial processes, LCA is more and more applied also to agriculture systems to quantify the environmental impact.
Primary data were collected by the main Producer Organization and elaborated considering 1 kg of hazelnuts as functional unit and a from cradle to gate approach considering the 50-years as life cycle duration of the crop. Finally, using the Recipe characterization method, 15 midpoint impact categories were evaluated.
The results show how, except than for ecotoxicity related impact categories, organic cultivation practice shows higher impact (from +5% to +285%) respect to the conventional production. For ecotoxicity related impact categories, organic hazelnut production performs better (from −42% to −81%) than the conventional one because no synthetic pesticides are applied. The sensitivity analysis carried shows how yield is the main driver of the environmental results while the uncertainty analysis performed with the Monte Carlo technique shows that the to the selection of the data source, model imprecision and data variability does not significantly affect the environmental results for the evaluated impact categories.En ligne : https://doi.org/10.1016/j.scitotenv.2022.154107 Permalink : https://cs.iut.univ-tours.fr/index.php?lvl=notice_display&id=284569

A survey was conducted among 210 AFN participants. The results from this study suggest that consumers' attitude towards AFNs directly influences the perceived quality of food products; moreover, the analysis confirms the relationship between these two elements and overall satisfaction with participation in AFNs. Finally, the research provides suggestions on how to improve consumers’ involvement and mainstream AFNs. We interpret this emergence and its codification in law as the decoupling of more-than-economic motivations of cooperation from the mainstream Italian cooperative sector and their reinstatement in a new, but separate model of social cooperation more closely linked to community- and solidarity-oriented initiatives. The presence of institutional tensions and frictions hints at the fact that cooperatives have a multi-faced nature expressed in the not always easy co-existence of a cooperative economy and a cooperative movement. After the II World War, as Italian cooperatives in general and particularly agricultural cooperatives moved towards a productivist model and a ‘competitive market’ paradigm, the more-than-economic aspects have continued to inspire movements for social and community economies. In the 1990s the social economy project was appropriated but somehow ‘sanitized’ by the cooperative movement through the legally sanctioned establishment of social cooperatives and their confinement to specific sections within national cooperative federations. Later on, while the emergence of social cooperatives has had little influence on the functioning and orientation of traditional agricultural cooperatives and federations, the reinstatement of a social function for agriculture has taken place at the much more fluid interface between social cooperation, on the one hand, and civic agriculture movements rooted in alternative food networks and community-oriented initiatives, on the other. It is only recently that the cooperative movement has tried catch up with the new paradigms of alternative agriculture and rural development through the experimentation at regional level of the cooperative di comunità (community cooperatives), that operate to re-affirm the role of multifunctional and multi-stakeholder cooperatives in rural/territorial development.

This paper measures the extent to which risk management tools, especially direct payments and crop insurance, can significantly reduce crop income volatility in France and in Italy. We use an original dataset of 9,555 farms for the period 2003-2007 drawn up from the Farm Accountancy Data Network (FADN) and three different econometric models to explain the volatility of crop income. The results are contrasted between the specialization of the farms and the two countries. Italian farms use management tools (European payments, crop insurance and inputs) to improve their income and reduce its volatility. French farms use the same tools to raise incomes and their volatility and tend to substitute European payments with production. These results question the efficiency of structural policies aimed at stabilizing farmers' incomes.
La volatilité du revenu agricole représente un défi majeur pour la gestion des exploitations et pour la mise au point des politiques publiques. L’objectif de ce travail est d’évaluer dans quelle mesure les instruments de gestion des risques, en particulier les paiements directs et l’assurance agricole, peuvent réduire la volatilité du revenu agricole en France et en Italie. Les données retenues concernent 9555 exploitations et se réfèrent à la période 2003-2007. Elles ont été obtenues à partir du Réseau d’Information Comptable Agricole (RICA) et de trois différents modèles économétriques, élaborés pour expliquer la volatilité du revenu agricole. Les résultats diffèrent considérablement selon le type de spécialisation des exploitations et entre les deux pays. Les exploitations italiennes utilisent des instruments de gestion (paiements européens, assurance agricole et intrants) pour améliorer leur revenu et en réduire la volatilité. Les exploitations françaises utilisent les mêmes instruments pour accroître leur revenu et la volatilité du revenu et tendent à remplacer les paiements européens par la production. This paper measures the extent to which risk management tools, especially direct payments and crop insurance, can significantly reduce crop income volatility in France and in Italy. We use an original dataset of 9,555 farms for the period 2003-2007 drawn up from the Farm Accountancy Data Network (FADN) and three different econometric models to explain the volatility of crop income. The results are contrasted between the specialization of the farms and the two countries. Italian farms use management tools (European payments, crop insurance and inputs) to improve their income and reduce its volatility. French farms use the same tools to raise incomes and their volatility and tend to substitute European payments with production. These results question the efficiency of structural policies aimed at stabilizing farmers' incomes.
